We all love the peace, beauty and friendly spirit that makes Pine Mountain Lake such a special place to live and vacation. Sometimes, though, rental properties may have a few bumps — maybe a late-night noise issue, cars parked where they shouldn’t be, or some trash left outside. Sometimes it’s as simple as you don’t know if what you’re dealing with is a problem, and just want to make sure everyone’s being held to the same standard. If you see something that doesn’t seem right at a rental property, call me! Please let me know so we can take care of it as soon as possible. As your Rental Compliance Coordinator, I’m here to support and enforce the rules and regulations that keeps our community safe, comfortable and enjoyable for everyone.

GOLDEN MUSSEL FAQs
Has the Golden Mussel been found in Pine Mountain Lake?
No, there have been no sightings of the Golden Mussel in Pine Mountain Lake.
How do we know if a golden mussel has entered our lake?
Our Lake Specialist, Dr. Stephen McCord, continues to monitor the lake throughout the year to ensure that our lake continues to be free of aquatic invasive species.
Are non-motorized watercraft allowed?
Yes, paddleboards, small canoes without motors, and kayaks are currently permitted unless conditions change. Inspection is required. Please call the Marina Store for more information at 1 (209) 962-8631.
Is the PML Marina boat launch open?
Yes, the boat launch is open and can be used by reservation only. Please call the Marina Store to make a reservation to launch at 1 (209) 962-8631.
Do I need to have my PML watercraft registration sticker prior to launch?
Yes, you must have the 2025 PML watercraft registration sticker to launch. The Marina Store is processing PML registration requests at this time.

Is the Marina staff certified to inspect boats?
Yes, the Marina staff is certified by the California Department of Fish & Wildlife to inspect boats.
How long does a full watercraft inspection take?
Anywhere from 30 to 45 minutes, depending on the boat type.
Do I really need to unplug the drain plug before the inspection?
Yes. However, please be aware you are responsible for replacing the drain plug before launching your watercraft. Please do not forget.
Is PML providing decontamination services?
No, PML is not providing decontamination services. Each property owner is responsible for cleaning, draining, and drying their own boat.
What do you mean by CLEAN. DRAIN. DRY.?
Clean off visible aquatic plants, animals, and mud from the boat and all equipment.
Drain watercraft bilge, livewell, motor and other water containing devices.
Dry everything for a least five days OR wipe with a towel before reuse.
Dispose of unwanted bait, worms, and fish parts in trash.
How are you tracking inspection data?
The Regional WID (Watercraft Inspection Database) app is a centralized system designed to capture your CF number and trailer license plate number, allowing authorized personnel to look up your vessel’s information. Note that no personal information will be shared through this system.
Do any other lakes use the WID app?
Yes. If a nearby lake or reservoir is using the same platform, your vessel’s banding information will be accessible, which means that if your vessel has been issued a 30-day quarantine band, it is likely that the banding will be honored at other participating locations, as long as it is recorded in the system.
How does the watercraft inspection seal system work?
The vessel will need to arrive at the Marina inspection site cleaned, drained, and dry. Please ensure this is done prior to arrival. Once a vessel is inspected, it will receive a green or red seal. The seal is placed through the hull and connects to the trailer.
What do the different color seals mean?
There will be two types of seals used:
Green seal: indicates the boat has passed inspection. The benefit of the green band is that it provides faster re-entry to PML lake.
Red seal: indicates the boat has not passed inspection and needs to be quarantined.
Do the property owners have to pay for each seal?
No, there is no expense passed on to the property owner for this process at this time.
Can I launch my vessel at another location during the quarantine period?
No. The vessel must remain quarantined and cannot launch in any other water bodies during the quarantine period unless it undergoes a decontamination procedure and receives clearance.
What about the other beaches? Who will inspect non-motorized vessels?
During the season, each PML beach (e.g., Marina, Dunn Ct, and Lake Lodge) will have an inspector dedicated to inspecting non-motorized vessels. No appointment needed. You just walk up to the inspector, who will be wearing a bright yellow vest, and they will assist you.
What should I do if my vessel is found to be containing an invasive species?
If invasive species are found during the inspection, the vessel owner will be
given instructions on how to proceed with the decontamination process. You will
also need to report the finding to California Department of Fish & Wildlife

Who pays for that?

When you place your personal household trash, garbage, debris, dog waste, etc. in someone else garbage container, bear box, or dumpster this is considered an illegal dumping and a noxious activity. Illegal Dumping is considered theft of garbage service. This includes both private property receptacles and our common areas dumpsters. The dumpsters at PMLA amenities, such as the Marina, Campground, Lake Lodge or Dunn Court are not public solid waste collection areas, nor is your neighbor’s bear box considered public.
Theft of garbage service or illegal dumping, occurs when someone disposes of their trash in another person's or business's dumpster or garbage container without permission. This is a form of theft because the person is essentially stealing the service of waste disposal that the property owner or business has paid for. It's illegal and considered a violation of our governing documents that can result in fines or other penalties.
PMLA, CC&R, Article VIII, Section 4 Prohibition of Noxious Activities: No illegal, noxious or offensive activities shall be carried out or conducted upon any lot or the Common area nor shall anything be done within the Properties which is or could become unreasonable annoyance or nuisance to neighboring property owners.
Resolution 87.08- Litter in PML: Any person apprehended for littering of PMLA Common grounds or utilizing Association dumpsters for personal daily garbage shall upon due process of our Covenants Committee be fined as per current fee schedule.
Tuolumne County Ordinance code 7.30.020: Illegal and unauthorized dumping. Causes or permits the deposit of solid waste on the right-of-way of any public highway, street, easement or thoroughfare, or upon any camping place or public grounds, or on any premises, or in any waste container, without the permission of the owner thereof.
It is not acceptable to use someone else's bear box, garbage cans or dumpster for your trash without their permission.
Here's why:
Theft of services: Most people pay for their own trash collection, and using someone else's bin could be seen as illegally benefiting from their paid service.
Inconsiderate behavior: Leaving your garbage in someone else's bear box, disposal cans, or dumpster can be messy, smelly, and inconvenient for the owner. Imagine finding someone else's smelly or sticky garbage in your bear box and having to deal with it.
Hygiene and cleanliness: Some people make an effort to keep their bear box, receptacles, dumpsters clean to minimize odors and pests. Your trash could disrupt their efforts.
Capacity limits: Bear boxes, cans, receptacles are designed for a certain amount of trash. Adding your garbage might cause it to overflow before the next pickup, attracting wildlife or creating an eyesore.
Please inform your friends, guest, or tenants of how and where to properly dispose their household garbage so they do not create an illegal dumping issue or conflict with the neighboring properties. Men’s Purple/Green Combo Tee Changes
Beginning on July 1, 2025 the following changes will go into effect for the Men’s Purple/Green Combo Tees:
Hole #6 will change from a Purple Tee to a Green Tee.
Hole #10 will change from a Purple Tee to a Green Tee.
Hole #11 will change from a Green Tee to a Purple Tee.
Reasons for the changes:
The men’s and women’s Purple/Green Combo tees have been the same but the women’s par on #6 & #10 is 5 and the men’s par is 4. Moving the men’s tees to the Green Tee on these two holes is warranted due to the difference in par and the length of the holes.
Playing hole #11 from the Green Tee made it necessary to adjust the handicap holes on the back nine due to the 168 -yard shorter distance difference from the Gold Tee. By moving back to the Purple Tee it makes it so we can keep the handicap holes the same for all the tees.
Our new scorecards reflect these changes and the new scorecards have rounded corners so we can easily recognize the new scorecards.

Pine Mountain Lake Golf Webcam
On the pinemountainlake.com website we now have a live webcam that looks down the 10th hole. Click on the Amenities tab, then go to and click on the 18 Hole Championship Golf Course tab, then scroll down to and click on the Golf Course Webcam. You will be able to see the live conditions at the Golf Course.
Callaway Golf Club Trial Sets

Southern Valley Seniors
If you are a PML Property Owner, a Member of the PML Men’s Golf Club and are 50 years of age and above, you qualify to join the PML Southern Valley Seniors (SVS). The SVS play home & away events with other Golf Courses in the Southern Valley, such as Turlock CC, Oakdale CC & Spring Creek CC, to name a few. If you are interested call the Golf Shop and we will put you in touch with the SVS PML Captain.

Pine Mountain Lake Association Property Owners can save up to $6.00 per round by purchasing a Punch Card in the Golf Shop. There are; 9-Hole & 18-Hole Punch Cards available. For more information call or come into the Golf Shop.

Men’s & Ladies Golf Clubs
If you are interested in joining the Men’s or Ladies Golf Clubs, you can call the Golf Shop 1-209-962-8620 and we will give you the information you need. Applications are available in the Golf Shop. The Men’s Club has a website (www.pmlmgc.com) that you can visit to sign-up online for your membership (see Men’s Club eligibility rules) or to print an application. Once you are a Men’s Club Member, you can sign-up for tournaments online.
Property Owner Annual Golf Cart Rental Agreement
Every person who drives a golf cart on the course, is required to sign a golf cart rental agreement at the time of registration, before they can drive a golf cart. PML Property Owners sign the agreement one-time and that covers the entire year. If you have not signed your agreement you can go to the PML website (www.pinemountainlake.com) and fill it out and sign online or you will be asked to sign the form when you register in the Golf Shop. Click on amenities, then click on golf and you will see the agreement with other forms available. If you have any questions, please call the Golf Shop 1-209-962-8620.
Care of the Golf Course
TAKING CARE OF THE GOLF COURSE IS EVERYONE’S RESPONSIBILITY; PLEASE DO YOUR PART!
Replacing Divots – PML is a DIVOT FIRST facility; that means that if the divot is intact or even a portion of the divot is intact, we want you to replace the divot first and press the divot down firmly with your foot. When an intact divot is replaced, it will begin to root right away but a mulch filled divot will take weeks to fill in. If the divot hole is not totally filled in by the divot that you replaced then fill the rest of the hole with mulch and press down the divot firmly with your foot. If the divot is not intact, then fill the divot hole with mulch and smooth the mulch with your foot so it is level with the ground.
Repairing Ball Marks – This is one of the major negatives in our great game; players either do not know how to repair ball marks correctly or don’t even attempt to repair them. Here is the correct way to repair a ball mark:
Insert the divot tool just outside the edge of the ball mark, use the divot tool to mend in the outside portion if the ball mark towards the middle. Then use you putter to tap down the repaired turf. If a ball mark is repaired properly, you will not even be able to tell that there was a ball mark. NEVER PULL UP THE MIDDLE OF THE BALL MARK.
Raking Bunkers – We are back to normal procedures concerning bunkers; PLEASE make sure that you rake the bunker after you have hit your shot.
Golf Carts – Driving golf carts on the fairways has a negative effect on turf conditions over time. PLEASE use the 90-degree rule posted in each golf cart in order to minimize the cart traffic on the fairways.
Tee to Green

It is extremely difficult to irrigate seventy acres of turf when you have thirty-degree swings in temperatures day and night or even 20–30-degree swings in our daytime highs. Adding to the difficulty are the shorter days, with an hour of daylight lost since the summer solstice. Most of our irrigation focus through the heat of summer has been to the greens, tees and fairways along with the fairway adjacent rough. Taking time to keep these areas green and playable is always our highest priority. In my opinion the course at the end of August was as playable and aesthetically pleasing as I have ever seen it in my many years at PML. This is a testament to my staff and our management practices and programs that have been put in place over the past several years.
We still have 60-70 days of nightly irrigation left this season. With the days getting shorter and the nights getting cooler and as the season progresses our water needs will subside slowly into fall. I am predicting we will use an additional 4-5 inches of water from the lake for a total of 10-12 used this season. This will keep us well below historical averages and below our self-enforced restrictions. We have worked closely with Groveland Community Services District throughout the season utilizing as much reclaimed water to irrigate with as possible within their capability. This is a major contributing factor to our reduced lake use.
Evaporation is the largest factor affecting lake levels and always will be. Evaporation rates change constantly with the temperature, amount of sunlight per day, wind and lake use. The warm months of July and August can often see a loss average of 0.25 inches per day, and as of mid-August we are just under 2 feet below spill.
Keep in mind when you play the course early you may find a few wet spots as we try to adjust to changing conditions, by mid-day and early afternoon conditions become perfect. Our Greens and full course aeration are also fast approaching, with full closure September 29th and 30th. We will follow up the greens by aerating all areas of the course and should be completed by the middle of October early November. We do not enjoy this process any more than you however, the golf course does. We will do everything we can to complete this process while having the least amount of impact on your round of golf.

Hello Pine Mountain Lakers! As the Summer winds down, I am hoping you are as excited for the crisp fall weather that will be rapidly approaching. With that comes saying goodbye to our travling guests, and getting down to business with fall activities and resident focused events to keep our community out and about, happy, and well fed.
This year we plan on bringing back our Wine & Spirits Tastings with our Vendor Partners sharing their expertise and hospitality. We will also be continuing our highly popular Trivia Nights every first Wednesday at 6pm and our crowd favorite Karaoke Night every first Friday of the month. As always, Chef Raul will be running many great dinner specials, our bar will have lots of great fall drink specials, and our events team will be holding special fall/holiday events and craft days for the kids. At the monthly Board Meeting on Saturday, August 16, 2025, President Mike Gustafson presented employee Dagan Esteves with a plaque for reaching an impressive milestone of 15 years in our Maintenance Department. Over the past decade and a half, his hard work and attention to detail have played a huge role in keeping our community beautiful and the grounds well-maintained. We truly appreciate everything he does and are grateful to have him as part of our team. Congratulations, Dagan!

As we move into the crisp days of September, the barns are full of activity. Lessons and trail rides are still operational and will continue through the month of October. This is a wonderful time of year to enjoy the trails or continue building skills in the arena. We encourage you to call the barn office to reserve your spot. Lessons will also continue throughout the winter months, making horseback riding a great activity for kids to stay engaged in during the school year.
We are also excited to share two upcoming events that will bring our community together this fall. On Saturday, October 18th, we will be hosting the Dave Stamey and Jennifer Grant concert. Tickets may be purchased at the barn office or online at www.pmlequestriancenter.com/pml_concert. Tickets are $40 for concert only or $65 for both dinner and the concert. Dinner will include tri-tip, a baked potato bar, salad, and dessert. Doors will open at 4:00 p.m., dinner will be served at 4:30 p.m., and the music will begin at 5:00 p.m. A no-host bar will be available on site, and we kindly remind guests that no outside food or alcohol is permitted. Guests are welcome to bring their own seating to enjoy the performance.
The following weekend, on Saturday, October 25th, we are thrilled to present our first Fall Festival from noon to 4:00 p.m. This event is free and open to the entire community. Seasonal food and drinks will be available for purchase, and families can look forward to a pumpkin patch, pony rides, a petting zoo, and games for all ages. The highlight of the day will be the inflatable costume race at 2:00 p.m. Participation is free, and we encourage everyone to bring their own family-friendly inflatable costume to join in the fun.
We look forward to seeing many of you at the barn this fall, whether you are out on the trails, joining us for a lesson, or celebrating the season at one of our special events.
Fire Safety

Just a reminder, Pine Mountain Lake requires all properties to comply with fire safety standards year-round. All member properties shall be fire safe compliant, to the boundaries of each property (i.e. from property pin to property pin). The fire safety team has observed some properties in the Association that have not yet cut their grasses or corrected other fire safety violations. Cutting your dead dry grasses and weeds annually is one of the most critical steps in achieving defensible space. Flash Fuels such as grass can ignite easily and spread very fast igniting ladder fuels and other dense vegetation. This allows a fire to get out of control faster making firefighting efforts more difficult. It’s not too late to make your property fire safe. Below you will find some helpful tips for starting your defensible space project.
Guidelines for defensible space:
· Keep vegetation from around windows (heat will break glass).
· Keep all vegetation at least 5 feet from exterior walls and structures; this is bare dirt no-grow zone.
· Keep trees and shrubs thinned within 30 feet of the structure consider removing flammable plants. (I.e., ornamental juniper, Leyland cypress, and rosemary).
· Remove leaf litter, needles, and all debris 30ft around structures.
· Keep vegetation thinned within 100 feet of the structure.
· Cut all seasonal grasses and weeds (pin to pin).
· Prune tree limbs back 10 feet from roof and structure.
· Clear fallen debris from roof, gutters, window wells, and under decks.
· Prune green tree branches 6 feet up from the ground.
· Prune dead branches 15 ft up from ground.
· Remove dead and downed branches, trees, logs, shrubs, and brush (pin to pin).
· Remove dead standing trees (pin to pin).
Please remember to test your smoke and carbon monoxide detectors once a month and replace any faulty alarms or low batteries immediately.

Inspections 101
Ashley Henderson - Architectural Control Specialist
So, you figured out what you wanted to do, drew up your plans, submitted your project, and got your approval letter…now what? Inspection time! Depending on what your exact project is, you will have anywhere from one to four inspections.
First inspections are incredibly important, as they verify that your project matches the approved plans. We ask that you, or your contactor, string the property lines, and mark the exact location of the project—this ensures that the approved project is going exactly where it was approved, and allows us a chance to catch any potential issues prior to the work actually beginning. Remember the old adage: Measure twice, cut once—It is far easier (not to mention cheaper) to re-mark a project before the work begins, versus removing/moving, etc. something after it has already been built/installed.
Final inspections verify that everything matches the approved plans as well, but this inspection will also ensure that the property is cleaned up, that your unit and lot and address are posted, and that any advertisement signs have been removed. It is important that all building materials, etc. are either removed, or stored within fully enclosed, approved storage areas. Building materials may not be stored in the open—this includes paint cans, extra lumber, pavers, etc. Failure to properly store any extra building materials will result in a failed final inspection.
Single-family dwellings and remodel projects will have additional inspections including foundation and framing inspections.

Maintenance Matters

September is normally the month the entire Maintenance team collectively exhales, just a little. The crowds are diminished, the impact on the roads, amenities and infrastructure as a whole are lessened considerably which in turn creates less breakdown/failure maintenance and allows for extended periods of Preventative and Predictive Maintenance to take place. The Building and Grounds crew has 1 project on the books and that is the construction of a new wash platform at the Stables, this is a reserve project slated for completion before the end of 2025. The Technician crew will be continuing Gate upgrades to include spike strips, gate activators and general upkeep. Finally, the Buildings and Grounds crew will be involved with minor upgrades at the Administration building related to the installation of the New 60kw Generator.
The Facilities crew will be heavily engaged in multiple projects, the first will be extensive Reed removal from many parts of the Lake, we have an estimated 1000 yd3 of reeds currently on the lake. Dig outs will take place in at least 1 inlet creek to remove sediment (when the water level cooperates). Additionally, Crack Sealing will continue to be performed throughout the association to assist in extending the life of our roads. The major project this month is the PMP work taking place literally in all points of the Association. This will be varying forms of repair or replacement of roads and right of ways. The schedule of dates and areas affected is being posted online, as well as the document below will provide you with locations. Well, that is more than enough for this month. There have been significant emergencies in Pine Mountain Lake’s recent past. The Flood of 2018 and the Moc Fire evacuation to name two. During these emergency times, effective and timely communication is paramount to preserving life and property. The PMLA Safety Committee is partnering with local Ham Radio operators, Groveland CERT and the Tuolumne County Office of Emergency Communications (OES) to provide a reliable and comprehensive radio backup system. In the weeks ahead, we will be holding Town Hall type meetings to explain how to participate. Here are some preliminary concepts.

PROPOSED ADOPTION OF NEW RESOLUTION – PINE MOUNTAIN LAKE ASSOCIATION RESOLUTION
ADOPTING SWIM CENTER POOL OPERATIONAL RULES
In accordance with Pine Mountain Lakes’ CC&Rs, Article III, Section 7 (a) (ii)-Association Policies & Association Rules, the Board of Directors has approved a first reading for the proposed new resolution as shown below:
The resolution will be published in the PML News to give members the opportunity to provide feedback to the Board prior to adoption.
The purpose of this resolution is to establish a policy governing the management, operation and use of the Pine Mountain Lake Association Swim Center Pool.
