GOLDEN MUSSEL FAQs

 

Has the Golden Mussel been found in Pine Mountain Lake?
No, there have been no sightings of the Golden Mussel in Pine Mountain Lake.  

How do we know if a golden mussel has entered our lake?

Our Lake Specialist, Dr. Stephen McCord, continues to monitor the lake throughout the year to ensure that our lake continues to be free of aquatic invasive species.

Are non-motorized watercraft allowed?
Yes, paddleboards, small canoes without motors, and kayaks are currently permitted unless conditions change. Inspection is required. Please call the Marina Store for more information at 1 (209) 962-8631.

Is the PML Marina boat launch open?
Yes, the boat launch is open and can be used by reservation only. Please call the Marina Store to make a reservation to launch at 1 (209) 962-8631.

Do I need to have my PML watercraft registration sticker prior to launch?

Yes, you must have the 2025 PML watercraft registration sticker to launch. The Marina Store is processing PML registration requests at this time.

Is the Marina staff certified to inspect boats?

Yes, the Marina staff is certified by the California Department of Fish & Wildlife to inspect boats.

How long does a full watercraft inspection take?

Anywhere from 30 to 45 minutes, depending on the boat type.

Do I really need to unplug the drain plug before the inspection?

Yes. However, please be aware you are responsible for replacing the drain plug before launching your watercraft. Please do not forget.

Is PML providing decontamination services?

No, PML is not providing decontamination services. Each property owner is responsible for cleaning, draining, and drying their own boat.

What do you mean by CLEAN. DRAIN. DRY.?

Clean off visible aquatic plants, animals, and mud from the boat and all equipment.

Drain watercraft bilge, livewell, motor and other water containing devices.

Dry everything for a least five days OR wipe with a towel before reuse.

Dispose of unwanted bait, worms, and fish parts in trash.

How are you tracking inspection data?
The Regional WID (Watercraft Inspection Database) app is a centralized system designed to capture your CF number and trailer license plate number, allowing authorized personnel to look up your vessel’s information. Note that no personal information will be shared through this system.

Do any other lakes use the WID app?

Yes. If a nearby lake or reservoir is using the same platform, your vessel’s banding information will be accessible, which means that if your vessel has been issued a 30-day quarantine band, it is likely that the banding will be honored at other participating locations, as long as it is recorded in the system.

How does the watercraft inspection seal system work?
The vessel will need to arrive at the Marina inspection site cleaned, drained, and dry. Please ensure this is done prior to arrival. Once a vessel is inspected, it will receive a green or red seal. The seal is placed through the hull and connects to the trailer.

What do the different color seals mean?
There will be two types of seals used:

Green seal: indicates the boat has passed inspection. The benefit of the green band is that it provides faster re-entry to PML lake.

Red seal: indicates the boat has not passed inspection and needs to be quarantined.

Do the property owners have to pay for each seal?
No, there is no expense passed on to the property owner for this process at this time.

Can I launch my vessel at another location during the quarantine period?
No. The vessel must remain quarantined and cannot launch in any other water bodies during the quarantine period unless it undergoes a decontamination procedure and receives clearance.

What about the other beaches? Who will inspect non-motorized vessels?

During the season, each PML beach (e.g., Marina, Dunn Ct, and Lake Lodge) will have an inspector dedicated to inspecting non-motorized vessels. No appointment needed. You just walk up to the inspector, who will be wearing a bright yellow vest, and they will assist you.

What should I do if my vessel is found to be containing an invasive species?
If invasive species are found during the inspection, the vessel owner will be given instructions on how to proceed with the decontamination process. Taking the Guesswork Out of the ECC Guidelines

You know those moments when trying to decipher a supposedly “easy” how-to instruction guide for a side table, or bed frame? The ones where you find yourself questioning if one really needs a bed frame, while looking around for the hidden camera, because surely the combo of Swedish hieroglyphs, and various sacks of screws must be an elaborate prank. While perhaps hilarious from the outside looking in, no one wants to wants to deal with that kind of drama—life is simply stressful enough as it is.

The Environmental Control Committee, along with staff, took feedback from the membership, and spent the better part of last year working on updating the ECC Guidelines in an effort to streamline, and make the document more user friendly. Our goal, as always, was to clearly communicate the requirements for various projects. We did so by rearranging the document to better walk the membership through the whole submittal process—start to finish. We added projects, updated terminology, and County code, and formatted the individual project submittal requirements with bullet point lists. Want to submit a generator? We have listed out exactly what you need to submit. Have questions about what we look for on inspections? We have everything listed out in the Construction Procedures portion of the Guidelines.

We urge the membership to keep an eye out for the new and improved ECC Guidelines which should be adopted sometime this month—we hope that you find the updated Guidelines an informative tool that offers clarity and not confusion. Overall, our aim was make submitting house paint, or roof mount solar (or any other exterior project) as easy as possible, so that you can rest easy—even if you are resting on a bed with no frame.

Maintenance Matters June

June is here, the sun is shining, the lake is cool and inviting and the amenities are full of members. June will be a very busy month, PG&E continues work on Pine Mountain Drive pushing to complete work before the 4th of July weekend. Please beware of Multiple crews in the area and expect Delays. The second large scale project is the Pine Mountain Lake pavement work taking place at 19 locations throughout the association. This is part of a Bi-yearly funding from the PMLA reserves. Planning is already underway for 2027 with nearly 30 streets in the que.

The Facilities crew is staying busy this month with multiple tasks. Weed and reed removal will be performed on the dam’s water side and brush removal on the non-water face of the structure. Marking of the concrete sections of the spillway with identification numbers for inspection purposes will happen as well as the Borescope inspection of the drain system of the dam. In addition to the afore mentioned work curb repairs, stops and bars painting and numerous other tasks keeps them busy. All this work is in addition to 50+ work orders monthly and “emergency” repairs that may arise.

The Building and Grounds crew stays busy this time of year just keeping the association running Pool chemical control and safety is a multiple time per day responsibility, we have 5 Certified Pool Operators on staff so we are never without a qualified operator on any day of the week. Additionally, the team will perform between 150 and 200 work orders per month. The care and up keep continues during this hectic time with the completion this month of the Fire Hardening of the Lower barn at the Equestrian Center and the addition of new stall panels makes for a nice face lift. We have also completed a handful of landscape upgrades in the area as well. Thats all for this month remember there is a lot of work going on out there so slow down the life you save may be your own.

ANNUAL FIREWORKS WRISTBANDS

It’s that time of year to start picking up your wristbands for the annual Fireworks Event. This year the event will be held on July 5th. Each member can pick up their two free wristbands at the Administration Office during business hours — Monday through Friday 8:00 AM – 4:30 pm. The Administration office will be open on Saturday July 5th, from 8 AM – NOON for wristband pick up. The Marina will not give out any free wristbands. Additional wristbands can be purchased at the Administration Office prior to the event. Additional wristbands can be purchased at the Marina on the day of the event. Wristband prices will be $12 for Adults and free for children 8 years and younger. You must be a member, long-term renter, or short-term renter to purchase a wristband. Summer Shenanigans at Pine Mountain Lake: Sun, Fun, and Don’t Forget That Boat Appointment!

Well folks, the sun is blazing, the flip-flops are flopping, and the only thing hotter than the weather is the excitement at Pine Mountain Lake! That’s right, its officially summer, and your mission (should you choose to accept it) is to dive headfirst into every ounce of fun PML has to offer.

Let’s talk water. From May 23 through September 2, the Marina Store is open daily from 7 a.m. to 7 p.m., and it's stocked with everything from sunscreen to floaties to the all-important fishing gear that totally helps you catch “the big one.” Want to rent a boat? You got it! Paddleboards, kayaks, and family pedal boat cruisers await you. Whether you're here for an hour or planning a full-day expedition, the Marina's got you covered.

BUT WAIT! Before you launch your watercraft into the lake, there’s one very important thing: YOU NEED AN INSPECTION. Yes, seriously. Your boat must be inspected for golden mussels first, because these invasive little stinkers have no business vacationing at PML. Appointments are required for both inspections and launching of motorized watercraft. Walk-ins will be turned away with a polite smile and probably a sympathetic shrug. So, call ahead to the Marina and schedule at 1-209-962-8631. Non-motorized watercraft (like kayaks and paddleboards) also need to be inspected, but no appointment is required for those. Just stop by one of our inspection stations at the Marina, Dunn Court, or Lake Lodge, where our friendly PML staff are on duty from 8 a.m. to 6 p.m., seven days a week.

Let’s keep the lake clean, clear, and golden mussel free, so we can all keep having fun!

Worked up an appetite while adventuring? Mosey over to the Lakeside Café, where the food is hot, the views are beautiful, and the ice cream is downright heroic. Open Fridays and Saturdays from 11 a.m. to 7 p.m., and Sundays through Thursdays from 11 a.m. to 6 p.m., it’s your go-to for snacks, lunch, dinner, and dessert… or all four (we don’t judge).

Meanwhile, the Swim Center is open daily from 8 a.m. to 8 p.m. all summer long. Want to improve your doggy paddle or just stop swimming in circles? Sign up for swim lessons (group or private) by calling 1-209-962-8634.

Not into water? No worries, horses await! The Equestrian Center is open every day from 8 a.m. to 5 p.m. offering trail rides and lessons with experienced CHA certified instructors who won’t let you gallop off into the sunset (unless it’s part of the plan). Call 1-209-962-8667 to book your ride.

Oh, and for those who like their sports with a little less splash and a little more smash, we’ve got tennis and pickleball courts ready for action. Four tennis courts live at Rock Canyon Way and Pine Mountain Drive, while six pickleball courts can be found on Mueller, right by the pool. Grab your daily or monthly passes at the Main Gate.

So, what are you waiting for? Slap on that SPF 50, grab your towel, and maybe double-check your calendar for that boat appointment. Summer at Pine Mountain Lake is ready to party, and so are you.

Fire Safety

The Fire Safety team will be continuing inspections this month. Already received an inspection and have questions or concerns? Please don’t hesitate to contact us. If you would like a courtesy fire safety inspection of your home or property, please contact us to set up an appointment. Here are a few tips on getting your defensible space project going.

·        Cut all dry grasses and weeds pin to pin.

·        Make sure your roof, gutters, and eaves are clean and clear of all debris.

·        Remove branches, shrubs, or any vegetation that makes contact with roof or chimney.

·        Remove fuel in direct contact with home or out buildings.

·        Remove any flammable mulch, wood chips or other flammable debris from the first 5 ft around your home.

·        Remove all dead and dying debris, branches, brush, and trees from property.

·        Remove all ladder fuels that provide an avenue to transfer fire from ground to trees.

·        Remember fire safety practices apply year-round; it is no longer a 3- or 4- month responsibility.

        

              Owning a home in Pine Mountain Lake provides the satisfaction of living in a great community. The local rules and restrictions, which you became acquainted with when you purchased a home, are important in maintaining ownership here. I would like to highlight one rule that is occasionally overlooked or forgotten.

 

·        ARTICLE VIII, SECTION 1, Use of Lots (k). – No existing trees with a diameter greater than five inches shall be destroyed, uprooted, cut down or removed from any lot without first obtaining a tree-cutting permit from the Association.

 

 This rule can be found in Pine Mountain Lakes Articles of Incorporation, By-Laws, and Declaration of Restrictions hand book “flash drive” you received with your new owner information packet. For any tree over five inches in diameter please fill out a Tree Removal Request form found on our website at https://www.pinemountainlake.com/wp-content/uploads/2024/10/Tree-Removal-Request-2024.pdf. Pine Mountain Lake has experienced major tree mortality due to drought and bark beetle; because of that, preserving live trees is of the utmost importance.

          

Please remember to test your smoke and carbon monoxide detectors once a month and replace any faulty alarms or low batteries immediately.

Hello Pine Mountain Lake! I’m the new Rental Compliance Coordinator, John Ferles. I’ll keep my introduction short. I have been in the Groveland area just over five years now, and can’t get enough of this beautiful area. I am an avid outdoorsman, and if any of you fish, you can catch me out on the shoreline somewhere. My experience includes working for the Park Service at the entry gate of  Yosemite National Park where I met, greeted and directed many who were also out to experience what this beautiful area has to offer. I look forward to assisting and providing the rental community within Pine Mountain Lake with excellent friendly member service.

Enough about me and a bit more about my main game, renting your home within Pine Mountain Lake. As of late, I have had some feedback from those of you who had registered short-term or long-term rentals, who are not receiving emails from Host Compliance about the renewal or expiry date of your rental permit. Many people living in Pine Mountain Lake have either come from an urban area or still live there and vacation here. This changes expectations for fire and medical response.

This article is designed to highlight those differences.

I came to Groveland from the San Francisco Bay Area. There, a 911 call for fire would result in six engines arriving on scene in six minutes. The same is true for most urban areas. However, that is not true in the Groveland area. Far from it.

Recently, there was a house fire several blocks from my house. The fourth engine to arrive on scene came from Columbia. With red light and siren on full, that is about an hour drive for a 75,000-pound fire engine.

The point of this example is the illustrate differences from what we have been used to and what happens in our local, rural community. It is to set expectations appropriately and help readers understand they have a far greater responsibility in the Groveland area to prepare for and respond to fire. In other words, the help you are used to arriving in minutes will take a lot longer.

In the dispatches below, note many of those resources come from distant fire stations.

So, while they are all moving on the time of dispatch, they will arrive on scene as much as an hour later. This is quite different from urban fire response.

In a article next month, we list some of the ways of getting fire help in rural areas such as ours. Firewise is one of these. Preparing a Go-Bag is important. CAL FIRE and the Tuolumne County Office of Emergency Services list on their websites ways you be prepared. Below are the fire resources dispatched for distinct kinds of fires in different seasons.

Resources dispatched depend on the call type, location, and availability of those resources. CAL FIRE has multiple dispatch levels for winter vs. summer and in the summer has multiple levels for fires in the state responsibility area. Note that during peak fire season, some of these resources may already be dispatched to fires and not available locally. MIKE GUSTAFSON

“Protecting the future of PML”

I’ve been asked to serve on the PML board again and am happy to do so because I believe it’s important to have thoughtful, rational, unbiased, non-radical representatives who will work productively with PML staff.

When I previously served on the Board, I gained valuable experience about what works and what doesn’t, the laws around Homeowners’ Associations, the budget process, and PML’s challenges and priorities. I believe that I can make a positive contribution to our great community and ensure sound, responsible management.

PML is a beautiful place with several different constituencies – full time residents, part-time vacationers, and rental property owners. It’s important that the Board balance everyone’s needs and interests. We must maintain and improve our aging amenities; after all, that’s why we all bought here.

Allowing amenities to deteriorate will reduce our home values.

During my time on the Board, we have addressed many important issues – all designed to enhance homeowner experiences and improve property values:

• conducted extensive fire abatement

• built the new marina and café building

• remodeled golf locker rooms and transitioned to electric carts

• introduced pickleball • initiated homeowner surveys and developed a strategic plan

• created a “rental compliance” position and STR policies to help rentals succeed

• established a reserve fund to avoid special assessments

• managed finances carefully and controlled costs I’ve been a homeowner since 1991, and a full-time resident since 2003. Virginia and I began as weekenders and happily retired here.

I am also a pilot and a flight instructor, and I love spending summer afternoons on the lake. We also volunteer at Tenaya Elementary School, the Groveland Library, PML’s annual Boat Parade, Community Airport Day and Camp Tuolumne Trails.

My professional career was in engineering management in Silicon Valley. As an engineer, I have a very practical and logical mind; I form opinions based on facts, not emotions or politics. I like working with people and am a good communicator. Most importantly, my only agenda is good management and creating a great experience for all homeowners.

I believe it’s important that our board members be “a force for good” in our community, not disruptive or disrespectful.

We deserve intelligent, dedicated, well- organized, and non-political directors for PML’s future.

I know Dani Schaffer and believe she will be an excellent addition to the board.

She has put in the time to learn about PML and she has strong educational and career qualifications.

I feel lucky to live in PML. The wonderful people, beautiful mountains, breathaking scenery, and the sense of tranquility it all brings make me glad I chose to move here.I spent the first 27 years of my professional life as a federal civil service employee in administrative and managerial positions throughout California. Switching from the Federal to County government in 2000, I spent the next 18 years as a Senior Analyst in the Santa Clara County Health and Hospital System, directing and managing County-wide patient-focused projects. I retired in 2018 and happily moved to PML in 2019.

I am a U.S. Army veteran and former Coast Guard reservist. I hold both an undergraduate and graduate degree in public administration. This training was instrumental in my development of public policy initiatives and budgeting strategies to support long-term County planning objectives. I currently serve our community through volunteer work with Southside Community Connections and the Humane Society in Jamestown.

Currently, I chair the PM L Environmental Control Committee (ECC) which oversees PML Rules, Guidelines and Construction Standards.

Last year, I was also a member of the Short- Term Rental (STR) Committee, which developed our current STR policies. At present, I am a board member of the PML Lady Niners and a regular member of the PML Residents Club. Previously, I served as a board member of the Santa Clara County Employee Managers Association.

Participation on these boards and committees has helped me develop a deep understanding of our community and the issues we face on both a short- and long- term basis. I am well-qualified and ready to serve you on the PML Board.

HERE IS MY PLEDGE TO PML MEMBERS:

• Represent the interests of our whole community.

• Make fact-based, data-driven decisions.

• Promote open communications.

• Manage PML funds and resources for near and long-term sustainability.

• Strategically plan for future success.

• Continually encourage investment in our community.

• Maintain and improve our amenities.

I’d also like to give a shout out to Mike Gustafson on the PML board. I’ve found him to be a considerate yet forceful and experienced board member with a balanced approach to issues facing our community. I believe he will continue to tirelessly work for our success.
