2026 Annual Budget Review and Approval Meeting
Well, another annual October budget meeting has come and gone, and your Board of Directors and management team diligently reviewed every line item in development of the annual budget for the coming year.
The Board and management team work hard to prepare a budget that allows for the proper maintenance of the facilities and common areas, operation of the Association, and provides for the excellent level of service our members have come to expect.
Many factors contribute to overall increases in costs to the Association, GCSD water and sewer fees, PG&E rates, fire insurance, refurbishment and repair needs of common areas and facilities, and the rising cost of materials and supplies. Inflation continues to impact everything we buy. Nevertheless, we continue to find savings where we can and implement new methods of efficiency so that we can provide the same level of service to our members going forward.
I would like to thank our Budget and Finance Committee members for their diligent review and assistance during this process. Having multiple reviews of the proposed budget, only serves to improve it with each iteration.
The Board of Directors made some significant decisions regarding member service at the annual budget meeting. The Board authorized returning to a hard copy version of the PML News Magazine that will once again be mailed to each member each month starting in 2026. The Board considered the feedback from members who participated in the PML member satisfaction survey and this was one of the topics. Another big decision was to convert two of the Rock Canyon tennis courts into multiple pickleball courts. Pickleball has become a very popular sport, while we have seen a huge decline in interest in tennis.
The final draft of the 2026 Budget was approved at the end of the October18th monthly Board meeting. The assessment and budget package will be finalized and mailed out to the membership at the end of this month.
Official PML Social Media Sources and Communication
Just a reminder that Nextdoor and the public Facebook group pages that are maintained and administered by individual PML members, are NOT official PML social media resources. Given the number of UNOFFICIAL PML Facebook pages that are out there, it may seem difficult to know if the page is an OFFICIAL PML source or not. It is actually pretty easy to determine. If you are unsure if the page or group is the OFFICIAL PML page, just look for the PML Logo. If the Pine Mountain Lake logo is at the top of the page, then it is the Official PML page. Our staff also uses the official logo when posting content on the unofficial pages so that members know that it is coming from an OFFICIAL PML source.
We put out timely information on Facebook and Nextdoor and through our direct email opt-in program called eSNAP. Members can sign up to get directed email on Association topics that interest them. Feeding Deer and other Wildlife is Illegal
We continue to receive complaints that PML members and guests are feeding the deer and other wildlife. Feeding any wildlife is illegal and dangerous as well as harmful to the animals. It attracts dangerous predators into our area around our homes, children and pets. Increasing numbers of deer come into contact with vehicle and aircraft and this can cause major damage and injuries.
Mountain lions are attracted to areas where deer herds travel. Increasing the likelihood of a dangerous interaction between mountain lions and humans is not wise. Additionally, while the deer might appear docile and friendly, they are wild animals that can harm you or your pets. I cringe every time I see a social media posting of a photo or video of someone's grandkid feeding a large doe by hand.
We are also seeing an increase in the number of photos or videos of water buckets that members put out for wildlife. They then install a game camera to capture video or pictures of deer and bears drinking from the water bowl. While it may seem like great fun to capture up-close video of these wild animals, it is a dangerous and unsafe activity. Attracting any wildlife to your property increases the chances of a dangerous interaction with a wild animal. A 300-pound bear can easily kill property owners or their pets. The bear could also harm your family, friends and unsuspecting neighbors.
Members and tenants are also leaving trash cans out overnight. This attracts bears and puts members and their pets at risk of an inadvertent bear attack. Please do your part and secure your trash in your garage or PMLA approved bear-resistant receptacle.
Information is posted to our website to help inform members and encourage compliance with the laws and our rules. If you witness someone illegally feeding the wildlife especially within PML please ask them to stop and/or notify the California Department of Fish and Wildlife. Help keep the PML wildlife “Wild”. President’s Message

I can tell the changing of the seasons: fewer boaters on the lake, the Marina is quiet and the geese are flying south. It must be October!
Recently, my friend and fellow Board member Brian Watson resigned from the Board of Directors. Brian retired a few months back and decided to return to his native Scotland. He will be missed both as a friend and as a Board member. Brian always asked just the right question, whether it was during a member meeting or executive session. The resulting discussion was always enlightening! I wish Brian all the best, and thank him for his efforts for our association.
Brian’s resignation created a vacant board member position and so the quest ensued to find his replacement. Part of a sitting board member’s responsibility is to keep an eye out for potential new board members. I often meet a new arrival and start asking about their interests and discuss joining a committee or even the board of directors.
It was just such a lucky happenstance that we discovered an excellent person, Dianne McDermott, who showed an interest in our board! Her experience and qualifications are very impressive:
Dianne has served on a previous HOA board of directors, served on the Hayward Planning Commission, worked for a large bank and she is a current member of our Budget and Finance committee. She’s also a Brainy Groveland math volunteer. Oh, and she also was interested in serving on our board. We happily appointed her to join the PML Board of Directors and fill Brian’s vacated seat for the rest of his term. Please help me welcome Dianne to our board.
I know many of our members are fed-up and frustrated with the construction and vehicle delays in and around PML. This is without a doubt the most difficult year I have ever experienced at PML, but I must say it is all to the good. The infrastructure as represented by PG&E, GCSD and our roads project are needed improvements. Everything degrades and infrastructure maintenance and improvements are needed to keep the lights on, fresh water at our taps and drivable roads. All these projects should be done by the end of the year, so please let’s just bear with the mess for now. Thank you!
The 2025 Member Satisfaction Survey is complete; thanks to everyone who participated. I will be presenting details of the survey results at the November board meeting, but here are a few highlights:
55% of the respondents’ primary home is off the hill. This is an interesting change as previously it was closer to 70/30.
When asked how important each of the amenities are to their family’s enjoyment at PML: the lake leads at 68%, the Grill at 60%, and the golf course at 44%.
Regarding the change of the printed newspaper to a digital format: 64% want to return to the printed and mailed format. During the current budget process we will be considering moving back to print but it will cost $75,000- 85,000 a year to do so.

Attack of the Clones

I apologize in advance for shamelessly ripping this title from a Star Wars prequel.
Do you happen to have Homelink or similar technology that came preinstalled in your vehicle? Have you considered programming your Pine Mountain Lake gate clicker into this system? Well, read this before you do. Copying or cloning a Pine Mountain Lake clicker this way is considered a violation of Resolution 04.04, Gate Card, Clicker Policies and Procedures, specifically, “Cloning, pirating, copying, or any other unauthorized use of gate cards or clickers will be subject to deactivation and/or confiscation of the device.”
While all of the Pine Mountain Lake clickers each have their own unique frequency assigned to an individual member, the system in your vehicle also has its own specific frequency that becomes visible to us when you use a controlled access gate. This is how we are able detect violations.
If you are found in violation of this resolution, your “parent” clicker, or the physical access device you purchased through the Association, and all of its clones or copies can be deactivated. If you have allowed your clicker to be cloned or copied into a vehicle that you do not own or one that is registered to someone other than a deeded, Pine Mountain Lake member listed on your property, your clicker and all of its “children” can be permanently deactivated. Consequently, this would require that you purchase all new devices should you want to use anything other than a gate card to enter the Association.
For more information on the approved uses of gate cards and clickers, please take some time to read Resolution 04.04. All of our Pine Mountain Lake Resolutions are available online by logging into the member portion of the website at pinemountainlake.com, navigating to the Governance portion and selecting ‘Governing Documents.’ If you were unable to fully familiarize yourself with these rules before closing on your Pine Mountain Lake residence, I would encourage you to do so now. The Resolutions are a wealth of information that can help you avoid some common violations.

PMLA Money Matter$

As I write this, we’re putting the finishing touches on the final draft of the 2026 budget. By the time you're reading it, the review process will be complete, the Board will have approved a final version, and your budget packets should be arriving in your mailbox shortly.
Budget season is easily the busiest time of year here in the administration office. It's also the backbone of everything we do. Behind the scenes, this process involves months of work and coordination structuring a roughly $11 million budget to serve a community of more than 3,300 properties and three times as many members. It's a complex effort that requires careful planning, ongoing discussions, a lot of math, and several rounds of careful decision-making.
Each year, we face the challenge of balancing sometimes-competing priorities that include funding day-to-day operations, investing in our reserves to maintain and replace assets; and predicting revenue from amenities by listening to the wants of our members, and maximizing what guests and visitors can contribute to the association.
And most importantly, determining what all of this means for your monthly assessments. That monthly bill no one is excited to pay, yet is the is the lifeblood of PML.
Of course, we’re always up against rising costs. Inflation hasn’t taken a year off yet and never will, so the question becomes: how do we continue to provide a strong level of service, maintain the quality of our amenities, and invest in our future; all while keeping things fair and sustainable for members?
PML is a unique community with a wide range of financial circumstances. Some members live here full time, some are part-time or second-homeowners. Some have more flexibility in their budgets, while others are managing on a fixed income. We keep all of that in mind when making decisions that collectively affect everyone.
Ultimately, it comes down to striking the right balance in finding operational efficiencies, effective long-term planning; and implementing modest, responsible increases where necessary to keep our community healthy and moving forward. All things considered.
This process isn’t done in a vacuum. It involves extensive oversight from the Management Team, The B&F Committee, the Board of Directors; and most importantly, from you. Your feedback plays a critical role in shaping the final outcome.
And at the end of all that input, all the analysis and debate, we land on a single number. That number reflects our collective priorities; and what we, as a community, can and want to invest in Pine Mountain Lake in the year ahead.
Thanks to everyone who weighed in and helped guide us to that decision. We’re excited for what 2026 holds and confident this budget will help set us up for another strong year.

When in Doubt, Call the Source
In today’s world, many of us have come to rely on the internet for a quick answer to just about any question that comes to mind. We use it in our office daily to check such things as building permits issued, property owners of record, building and zoning codes and many, many other questions that come up. Email has also become a quick invaluable tool to communicate with our property owners, contractors, county representatives, and service providers.
And then, there’s social media… We love it because it can be entertaining, informative, and thought provoking. It has become the go-to tool for many people to express their opinion and share their knowledge. Unfortunately, there are also several pages with the same or similar name and may not the Official Pine Mountain Lake page which can be very confusing.
The problem we find with social media is that not all of the information posted there is accurate. We have observed a number of conversations where information regarding building, improvements, compliance, rental and more have been discussed on these pages. Sometimes the information given by users is accurate. However, we have seen a number of instances where advice is given out that is not accurate, and if the property owner follows that advice, they could be in violation of the CC&Rs.
A simple phone call can save you time and frustration in the long-run. We are here to assist you through the process and ensure your improvement projects come off without a hitch or just to answer a few of the common violations questions you may have or you may just want to know how to register a new tenant.

FEEDING OUR WILDLIFE

Its November, Fall is in full swing, and Winter is right around the corner! Fall means this is the time of year where all of our wonderful Wildlife get ready for the Winter months ahead. They start collecting their nuts, making their dens, and get ready to hunker down. With that being said, please let them do what’s natural to them, do not add to their diets by feeding them human food. Thanksgiving is coming, please keep the leftovers to yourself, our food can be dangerous and unhealthy for them.
Per California Department of Fish and Wildlife, feeding the Wildlife is illegal in the State of California. Section 251.1 of the California Fish and Game code states that feeding a wild animal can be considered animal harassment. People can be fined up to $1,000 for feeding a squirrel in California. Animals that feed on human food can lose their ability to forage naturally. So, when you see these cute and furry creatures around your property, please just admire them afar. They can also become aggressive towards humans if they are feeding on your garbage, birdseed or are fed by hand. The Wildlife see it as a buffet, and they will come back for it. This is not safe for you or them.
Please remember, if you are out and about on our roadways in Pine Mountain Lake, slow down and go the 25 mph posted speed limit. We have fawns, bear cubs, baby raccoons, etc., that roam our neighborhood. Let’s all do our part to keep them safe. They bring beauty to PML, that so many of us enjoy!
Rental Season Winds Down: Time to Renew Your Permit

As the warm days of summer start to fade and the quieter pace of autumn settles in around Pine Mountain Lake, our community begins to shift gears. The boats are being pulled from the docks, families are heading home, and the rental season is wrapping up for another year. It’s a time for reflection, and a little bit of paperwork!
If you operate a rental here at Pine Mountain Lake, now’s the perfect time to make sure your Rental Permit is renewed for the coming year. Whether you rent Long-Term, short term for just a few weekends in the summer, or host guests year-round, keeping your permit current ensures your property remains in compliance with community rules and helps us keep Pine Mountain Lake the welcoming, well-kept place we all love.
Renewing your permit is quick and easy, and I’m here to make it even easier. If you haven’t renewed yet, please give me a call or send me an email. How ever you prefer to handle it, I’m happy to help walk you through the process. My goal is to make sure everyone can get it done without any headaches or confusion!

Falling to Pieces

November has always held a sort of bittersweet nostalgia for me growing up here in our slice of California—it’s the time of year when summer suddenly docks its boat, and waves goodbye along with our friends who were just visiting for the season. This somewhat abrupt shift always reminds me of the Oscar Wilde quote, “And all at once, summer collapsed into fall.” But that sadness at the loss of summer is always quickly soothed by fall’s chilly embrace—a physical reminder that the holidays are fast approaching. And the holidays mean family, friends, football, and food. A gathering together to celebrate the end of one season, and the beginning of a another.
But its hard to host this year’s (insert celebration here) when your deck is following summer’s lead by threatening to collapse. Fortunately, the weather often cooperates enough to give you (and a licensed contractor) time to remedy that. Like all exterior projects, you can submit your deck to the Environmental Control Committee online at: https://www.pinemountainlake.com/ecc-project-submittal-process/. The Committee meets every two weeks, and will need: a plot plan, deck plans including elevation drawings, material and finish color, and all applicable Tuolumne County permits.

Fire Safety

As fire season winds down, the holiday season is right around the corner. November brings colder temperatures, day light savings time, and Thanksgiving. We often spend the holidays surrounded by the savory smells coming from the kitchen. For many, the kitchen is were more than half your time will be spent preparing food and visiting with loved ones, especially during Thanksgiving. Please be mindful of fire safety this holiday season. Here are some interesting facts and some tips for preventing house fires, from the National Fire Prevention Association. (NFPA)
Thanksgiving is the peak day for home cooking fires with more than three times the daily average for such incidents. Christmas Day and Christmas Eve ranked second and third, with both having nearly twice the daily average.
In 2023, an estimated 1,446 home cooking fires were reported to U.S fire departments on Thanksgiving Day alone, reflecting a 388 percent increase over the daily average.
Unattended cooking was by far the leading contributing factor in cooking fires and fire deaths.
Cooking equipment was involved in almost half (52%) of all reported home fires. Nearly two of every five (36%) home fire injures, and it is a leading cause of home fire deaths sadly at (16%).
Below are a few fire safety tips:
· Have activities that keep kids out of the kitchen during this busy time. Games, puzzles or books can keep them busy.
· Stay in the kitchen when you are cooking on the stovetop so you can keep an eye on the food.
· Stay in the home when cooking your turkey and check on it frequently.
· Keep matches and utility lighters out of reach of children, preferably up high in a locked cabinet.
· Stay in the kitchen when you are cooking on the stovetop so you can keep an eye on the food.
· The NFPA also strongly discourages the use of turkey fryers. For more information on cooking safe at home visit www.nfpa.org.
I would also strongly encourage all PMLA members, who use wood burning stoves for heat during the winter months, to have their fireplaces inspected, cleaned, and chimneys swept professionally by a qualified expert in the field. Please keep in mind the following tips from the California Air Resources Board when performing your fireplace inspection:
Chimney caps should always be inspected they can get plugged up with debris, which will reduce draft. Also consider replacing or cleaning your spark reducing screen surrounding your chimney cap.
Chimneys should be cleaned professionally at least once a year to remove creosote buildup. Remember - creosote can fuel a chimney fire!
Stovepipe angles and bolts are particularly subject to corrosion and require regular inspection.
Gaskets on airtight stove doors need replacement every few years.
Seams on stoves sealed with furnace cement may leak. Eventually the cement dries out, becomes brittle, and may fall out.
Firebricks may be broken or missing. Always replace when damaged.
Grates or stove bottoms can crack or break. Always repair or replace when damaged.
By following these steps and hiring a professional to do the work you will enjoy a safer and more efficient wood burning experience.
Please remember to test your smoke and carbon monoxide detectors once a month and replace any faulty alarms or low batteries immediately.

Tee to Green
Rob Abbott – Golf Course Superintendent
The golf course has used 6 inches of water from the lake, and we have been supplementing our water needs with reclaimed water from the Groveland Community Services District. The lake has dropped 3.0 feet this season with 30 inches of evaporation. The rate of evaporation changes constantly with the temperature and the amount of sunlight per day. When temperatures are up and the lake has a lot of activity, we can see a loss of .25 inches or more per day. We will have little to no use from the lake through the remainder of the year with our recent rains and cooler temperatures. My hope for the cold months is plenty of rain and lots of snowpack, fingers crossed.
As the mowing season slows down, we will turn our attention to the fall cleanup of leaves and needles. This cleanup process is undoubtedly one of our biggest challenges, finally being completed around the first of the year. Daily blowing of the tees, greens, and fairways along with sweeping and relocating the leaves to our mulch areas and grinding them up requires a considerable amount of time.
Another big project for fall and winter will be tree trimming. The USGA has stated on many occasions that our trees are one of our greatest assets and they need to be cared for. Trees provide many valuable contributions to the course besides being aesthetically pleasing. They direct play on the fairway and define the shape of the hole, and in many cases offer huge objects that provide a more interesting and challenging experience. We again will be utilizing an outside Arborist to take care of a handful of our oldest Mother Oaks cleaning out deadwood and thinning their canopies. Our staff will work on trimming the lower canopies, and trimming the suckers off the smaller trees. Weather permitting this project will take most of the winter.
A long time Groveland resident and retired Pine Mountain Lake Department of Safety Sergent, and my mom, Barbara Abbott passed away suddenly on September 30, 2025. For those who knew her, she was one of the good ones. Her love of family and insane work ethic was unmatched. She loved to be outdoors in the yard, feeding and taking care of all our animals, reading a good book, or enjoying a good tv show. She was so very full of life and we will miss her deeply, love you mom also known as “Ganga” to the kids.

Maintenance Matters

November is here and we have fully transitioned into our winter schedule the Facilities team has finished up most roadwork with crack sealing in units 2, 6, 7 and 12 this process assists in extending the life of our roads, additionally cutouts which are small areas in the roadway that need to be “cutout” roots or cause of lift is removed and the area is patched and rolled to blend. 43 cutouts were completed in various locations throughout the association. The facilities team will start the month off burning reeds and debris removed during the summer from along the lake edge. The burning will take place on the face of the dam; upon completion of that task the team will transition to TA-5 off of Wells Fargo to burn piles stacked earlier in the year. Finally, the team will assist as Wise Wood Working stages to Grind and remove the estimated 15k yards of brush stored at the facility.
The Buildings and Grounds crew will be engaged across the association with small projects and reserve items to keep them very busy this month including, the installation of a new wash rack at the Equestrian center which will add the option of washing and rinsing animals with warm water and will additionally provide an area with improved drainage. The Marina will be getting some special treatment as well, with upgraded Lighting on the Jetty to replace fixtures that have been in place, patched and repaired for 14 years, the lighting levels are very subtle in an effort to provide both safety and atmosphere.
Finally, on October 21, 2025 DSOD visited to perform the yearly Big Creek Dam structural safety inspection, the inspection was completed in roughly 3 hours and no violations were found. The fact that for the last 6 years no violations have been documented is a testament to the work performed by the maintenance team.

The calendar pages continue to whirl by at a speed I cannot keep up with. Doesn’t it seem like we just celebrated Memorial Day? Where is the time going? Why is it going so fast? I could swear we just celebrated St. Patty’s Day. Now we need to get our holiday shopping done…time needs to slow down a bit.

The PML Administration Office is open Monday through Friday 8 a.m. to 4:30 p.m. The office closes daily from noon until 1p.m. for lunch and is closed on weekends.

Property Owners can use their Member Number to charge purchases at the Golf Pro Shop, Golf Snack Shack, The Grill, and the Bar. To activate this privilege, Property Owners must fill out and submit a Member Charge Agreement form to the Administration Office.
To keep charging privileges active, Property Owners must stay current on all assessments, advertising fees, and other valid PMLA-related charges. Each Member Charge account must also have a valid credit card on file, which will be billed monthly as outlined in the Member Charge Agreement.

The Autumn leaves are always a gentle reminder that it is once again time to slow our roll. It is time to decompress from the fast-paced summer schedule to some good old-fashioned downtime. There is a very small window of time that exists between the last day of summer and when the holidays take us over. We should cherish that time. Find something to ease your mind and replenish the areas of your soul that feel depleted from the summer’s rush. We live in the perfect atmosphere for doing just that. Your mind, heart and soul will thank you!
