Community Standards Specialist I

SUMMARY
The Community Standards Specialist I assists the Director in ensuring compliance with the Association’s Governing Documents, with a heavy focus on rental oversight, member education, and liaison duties. This role balances administrative management with active field inspections, serving as the primary point of contact for rental registration, member services, and community rule enforcement, while ensuring all interactions are conducted with professionalism, and courtesy.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
COMPLIANCE & ENFORCEMENT
• Inspections: Conducts property inspections on both developed and undeveloped lots to ensure adherence to standards.
• Investigation: Receives written and verbal complaints; determines validity through field investigation and correspondence with involved parties.
• Enforcement Focus: Applies a comprehensive understanding of HOA Governing Documents to various projects, special focus on rental-related rules and regulations.
RENTAL REGISTRATION & MANAGEMENT
• Liaison: Acts as the primary point of contact for Property Owners and Rental Managers.
• Database Management: Maintains the master list of Registered Rentals, including detailed information for owners, tenants, and property managers.
ADMINISTRATION & RECORD KEEPING
• Documentation: Composes and maintains routine building correspondence and project timelines.
• Archiving: Organizes information for easy retrieval and creates an effective archive of reference materials to improve public information sources.
• Confidentiality: Maintains strict privacy and confidentiality on all enforcement cases and member files.
• Technology: Utilizes Microsoft Office Suite, copy machines, and large-scale scanners to manage workflow and meet deadlines.

MEMBER SERVICES & OUTREACH
• Education: Assists in educating the membership on the CC&Rs and all related governing documents.
• Professionalism: Interacts competently with property owners, renters, vendors, and the public.
• Technical Proficiency: Must possess strong computer and office equipment skills. Proficiency in the Microsoft Office Suite is preferred. Experience operating copy machines and large-scale scanners is required.
• Licensing: Must maintain a valid California Driver’s License and a clean Motor Vehicle Record (MVR) to operate association vehicles for field inspections.
• Reliability: Regular, punctual attendance is an essential function of this position. Must have the ability to consistently meet deadlines and maintain confidentiality and privacy on all cases.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT
• Field Work: Ability to walk on uneven terrain to perform property inspections on both developed and undeveloped lots.
• Environment: Ability to work effectively in both a professional office environment and out in the field under various weather conditions.
• Mobility: Must be able to transition between sedentary desk work and active field investigations throughout the workday.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Associates degree (A.A.) or equivalent from two-year College or technical school; or three to four years related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS
Ability to read and interpret documents such as rules and guidelines, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before property owners, renters, vendors, non-members, co-workers and the public.

REASONING ABILITY
Ability to apply commonsense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute ratio and to interpret square footage/dimensions.

CERTIFICATES, LICENSES, REGISTRATIONS
Valid California driver’s license required.

OTHER SKILLS AND ABILITIES
Close attention to detail. Have the ability to work with specific computer software. Possess above average organizational skills. Must have the ability to communicate effectively with property owners, renters, non-members, co-workers and the public.

EQUIPMENT USED
Telephone, computer/printer, adding machine, copier, stapler, fax, postage meter, package scales, label maker, other standard office machines. Can operate equipment such as digital cameras, computers, and cellular phones.
